What does the VCA standard entail?

VCA evaluates your organization’s HSE (Health, Safety, and Environment) policies on the shop floor. Depending on your role in the supply chain, different certification levels apply.

We guide your organization in establishing the required Risk Inventories (RI&E), incident reporting protocols, and safety training matrices required to pass the audit without delay.

VCA* (1 Star)

Intended for subcontractors working as contractors. It focuses on direct control of HSE activities on the work floor, ensuring basic safety protocols and toolbox meetings are executed.

VCA** (2 Stars)

Intended for main contractors. In addition to work floor safety, this level evaluates your overarching HSE structure, policy-making, and how you assess the safety performance of your subcontractors.

VCA Petrochemical (VCA-P)

Intended for companies operating in the highly complex petrochemical sector. It includes all VCA** requirements plus stringent additional criteria regarding complex environmental and explosive hazards.

Legal Foundation: De Arbowet

VCA is heavily tied to the Dutch Working Conditions Act (Arbowet). Preparing for VCA means you are simultaneously creating the legally mandated RI&E (Risk Inventory & Evaluation) and action plans required by the Dutch Labour Inspectorate.

Is VCA certification legally mandatory?

No, VCA itself is not a statutory law. However, compliance with the Dutch Working Conditions Act (Arbowet) *is* mandatory. Because a VCA certificate demonstrates you meet these Arbowet requirements, virtually all major clients, municipalities, and main contractors make VCA a strict contractual requirement before allowing you to operate on their sites.

What is the difference between B-VCA / VOL-VCA and company certification?

B-VCA (Basisveiligheid) and VOL-VCA (Veiligheid voor Operationeel Leidinggevenden) are personal diplomas required for your staff. VCA*, VCA**, and VCA-P are company-level certifications. To achieve company certification, your employees must possess the correct personal VCA diplomas.

How long does VCA preparation take?

Depending on the size of your organization and whether you need VCA* or VCA**, the preparation phase generally takes between 3 to 6 months. This gives you enough time to perform the RI&E, execute toolbox meetings, and establish accident registration logs required for the audit.

Who issues the final VCA certificate?

The final certification audit and issuance of the certificate are performed by an independent, accredited Certifying Body (e.g., KIWA, SGS). Ember Law Firm handles the legal setup, documentation (RI&E), and rigorous preparation phase so you are fully audit-ready.
